[HarfBuzz] Funny effect of fallback mark positioning

Right.  Yeah, I knew about this.  Right now we're rather short on bits to
carry around to remember that a glyph is a notdef glyph, so I'll leave it as
is right now.  In the future we may do something based on the metrics of the
"mark" being unusual.
