With sophisticated enough rendering, yes, it can depend on the
language.  Apart from matters of taste, the dotless fi ligature is
singularly inappropriate for Turkish.

The DejaVu Sans font will treat comma below and cedilla as equivalent
for 's' and 't', but select different forms depending on the language.
Strictly, this behaviour is not compliant with Unicode, as it is
tampering with the meaning of the text, but some will find that this
behaviour works better for them.
