[HarfBuzz] Javanese Myanmar spec available now

>From a quick look, what Jonathan and I implemented last week is very close to
the spec.  There's a few adjustments needed and we'll get to those, but for
now, any font / text combination that works with Win 8.1 should work with
HarfBuzz master.

Reminds me that I need to make a release.
