[HarfBuzz] removing dead is_inplace code

With commit 6ffc007b61402c9d1d4de368deed4971a10ed00b having radically 
simplified the inplace stuff, we can strip out all the old code for 
recursing through all the lookups to figure this out. It's just not 
worth doing, AFAICS.
