[HarfBuzz] shan ai sequence reordering for Burmese script

Hi Martin,

As far as HarfBuzz is concerned, those two are both matras and can appear in
any order I believe.  I don't have a Windows 8 machine to test.  If Windows
allows both, we like to do the same.  Can someone test please?
