[HarfBuzz] Cross-compiling HarfBuzz for ios

D'oh.  Up to you whether you do static or dynamic linking, but icu-le-hb uses
HarfBuzz, so yes, you need libharfbuzz one way or another.  If you want
all-static, they you need libharfbuzz.a.
