[HarfBuzz] Thai text render issue in Android L

My mistake. This is intentional.

Basically, the grapheme cluster would go too deep for Android, so Noto Sans
Thai UI pushes the SARA UU to the left so it can show something instead of
making SARA UU disappear.

Attaching renderings of the string from Noto Sans Thai and Noto Sans Thai
UI.

So this is WAI.
