[HarfBuzz] Vowel and Vowel matras are merging in Android Kitkat 4.4.4

>From your summary i can understand what it is. In harfbuzz we are allowing Vowels to connect with Vowel Matra. I remember we had some specific requirement to allow comics character rendering for Malayalam. 
I think to support your bug, please provide information on how does it render on Windows8 (Uniscribe). Harfbuzz is trying to match Uniscribe o/p.
