[HarfBuzz] Vowel and Vowel matras are merging in Android Kitkat 4.4.4

Dear Members,

I am Ravi from Pune, India. I am using Moto g mobile Android Kitkat 4.4.4.
I installed Unicode typing tool for Telugu. In that I found *Vowel and
Vowel matras are merging *(you can see the examples from the attached
screen shot of Moto G)

*As per Indic script grammar Vowel (Stand alone) and Vowel matra/secondary
vowel marker cannot be combined*.

I do not know where post this issue...One of my friends told me to post
here.
