I just built (on Windows: combination of MinGW64 + Eclipse IDE) 

--- fribidi 0.19.7
--- harfbuzz 1.1.2
--- FreeType
--- libraqm

but used librqm's implementation of  fribidi_reorder_runs().

I see fribidi_reorder_runs() was merged into fribidi but I use tarball
releases to
build fribidi so I'll wait for fribidi_reorder_runs() to make next
tarball release
--- then I'll be able to set HAVE_FRIBIDI_REORDER_RUNS in  libraqm :-)
