[HarfBuzz] hb-shape vs hb-view: ligatures

Hi all,

when I compare hb-view and hb-shape outputs I'm seeing a st ligature in the
image rendered by hb-view, but I'm not seeing it in the glyphs list
outputted by hb-shape.

Example text I'm using is "Sauerstoffflasche". The image shows glyphs for
st, ff and fl, but hb-shape returns this:

S,a,u,e,r,s,t,o,f_f,fl,a,s,c,h,e

I was expecting something like 'st' instead of 's' and 't'?

Using hb 0.9.35
