[HarfBuzz] Different results when shaping sub-sections of text

Is that what hb_buffer_set_language is supposed to be for? I'm currently
not calling that at all. I wasn't sure what it did, and setting it didn't
seem to make any difference to the output.

On Windows it should also include font style separately, because of such
> thing as bold/oblique simulations.


Our font rendering code is platform agnostic, so unless FreeType or
HarfBuzz has some Windows specific logic in there, the platform shouldn't
make any difference.
