[HarfBuzz] have markfiltersets ever worked?

I may be wrong, but my understanding is that this error came in with revision: 9a13ed453ef96822a47d6e6f58332b87f38d5c59 which was released with 1.2.1.

So it may be a bit wider than that. I don't think android has this in, at least not in 6.0.1, which uses older code I think. But I can't speak for the webview application/component.
