[HarfBuzz] Building icu-le-hb on windows x64

Hi,

icu-le-hb uses the autotools build system.  If you want to use any other
build system you have to do that yourself.  But, in simple terms, just
compile all the C++ source files and define the right symbols until you
succeed.
