[HarfBuzz] Kannada script output differs from uniscribe.

Behdad,

Thank you for fixing this, the new code works for my test cases. And
thank you for getting the very helpful history from Peter. It is good to
know that the recommendation changed in the past. That is quite helpful
to be able to tell people that how the are typing is not wrong, but just
out of date.
