[HarfBuzz] Changes in SIL

Dear All,

This is an internal name change announcement that may be relevant to folk here:

Within SIL the team that has worked on scripts and writing system issues has been known as the NRSI (Non-Roman Scripts Initiative). But as the team's work has widened to include Roman scripts (since 2001) and more than just fonts, there has been a growing feeling that a team name change is in order. Therefore in January 2019 the team will change its name to WSTech (Writing Systems Technology), and updates to websites etcetera are already underway. A clear case of change the name and do the same!
