[HarfBuzz] static const functions in hb-iter.hh

Hello everyone,

I'm new to Harfbuzz (and C++ too). I'm reading Harfbuzz source code but
cannot understand what many functions HB_FUNCOBJ in hb-iter.hh do.

hb_all, hb_none, hb_second, hb_min, hb_max, hb_clamp, ... are all without
any definition, just are __attribute__ (unused).

So what do these functions do? And what are their roles?
