[igt-dev] [RFC v2 1/3] include/drm-uapi: import i915_drm.h header file

This header file is imported in order to include the two new
ioctls DRM_IOCTL_I915_GEM_CONTEXT_SETPARAM and
DRM_IOCTL_I915_QUERY. They are not based on a latest version of
the branch, but based on the
git://people.freedesktop.org/~tursulin/drm-intel
tree, "media" branch. In this RFC it's just to give a meaning to
the next patch.
