[igt-dev] [PATCH i-g-t] tests/i915/kms_dsc: Modify compressed bpp test

Modified compressed bpp test to input bpc. Made
corresponding changes in debugfs entry.
Max DSC input BPC for ICL is 10 and for TGL+ is 12;
added check for the same. Also, renamed few functions
and removed irrelevant checks.
