I think we're going toward merging eudebug igt series behind
configuration flag where kernel uapi is not yet established and
merged so above is imo unacceptable.

I think you should:

1. keep xe_drm.h intact, synced with upstream
2. provide xe_drm_eudebug.h which should contain all structure
   definitions
3. eudebug tests should include xe_drm.h and xe_drm_eudebug.h
   because this is not official interface and according to kernel
   series may change. Thus any changes inside xe_drm.h will be
   noise.
