[PATCH i-g-t v4 1/2] tests/intel/xe_gt_freq: Rename ACT_FREQ_LATENCY_US to SLPC_FREQ_LATENCY_US

Rename ACT_FREQ_LATENCY_US to SLPC_FREQ_LATENCY_US as this delay is
not specific to actual frequency. This will be used in a later patch,
after gt reset, to wait for this time before reading min and max
frequencies.
