[PATCH i-g-t 1/2] lib/igt_psr: add support for PR selective update

Hello Kunal,
I think you should keep your set as three patches. This is now mixture
of adding support for multiple outputs and add support for PR selective
update. Please split. I think otherwise changes look ok.
