[PATCH i-g-t 01/13] tests/intel/xe_oa: Add first tests

Add "xe-ref-count" and "sysctl-defaults" subtests.

v2: Set INTEL_XE_DEVICE_MAX_SUBSLICES to 64 (value on PVC)
