[PATCH i-g-t 18/28] tests/intel/xe_oa: add remove OA config tests

Add the following tests:
	* "invalid-create-userspace-config"
	* "invalid-remove-userspace-config"
	* "create-destroy-userspace-config"
	* "whitelisted-registers-userspace-config"
