I had added the generic create directory in lib/igt_configfs in previous 
revision. Then moved it to igt_fs as it can be reused

Device specific configfs creation might not be useful for other configfs 
using igt(ex: vkms tests). We could add it under lib/xe/ if there are 
multiple users in the future.>
