I understood the goal of Peter's suggestion was to put a note so the
question does not arise again when someone else reviews the COPYING file
and is concerned with the GPL license text. I don't think the note was
meant to clarify the license itself, in a legal matter.

Peter is free to edit the patch, I have already passed the limit of my
knowledge :-)
