[PATCH evemu 00/16] Python API cleanup

A whole bunch of cleanups to the python API, with one specific new API
(patch 01/16), the rest is shuffling things around and tidying up.

Effects of this patchset:
* more effort at hiding internal implementations
* more explicit about what we want to make public
* evemu.const is now deprecated

and some reshuffling of the Makefile to keep it all together.
This will conflict with Peter Seiderer's patchset, just unfortunate timing
here, but should be easy to resolve either way.
