[ANNOUNCE] libevdev 0.9.1

The first release candidate for libevdev 1.0 is now available.
Most notable changes: we bumped the soname and started using a proper
library versioning scheme. So you need to rebuild everything, but this
should be the last time for quite a while.

Other than that, a bunch of misc changes including a header update for 3.13.
Now's the time to test and report back - the 1.0 release is imminent.
