Welcoming libratbag to the input-tools list

libratbag is a generic library to configure mice that support on-board
configuration. It's hosted on github [1] and will stay there until further
notice. But the github infrastructure is making it difficult to discuss 
certain topics where a mailing list would work much better, so we've decided
to co-opt the input-tools mailing list for libratbag. After all, it's just
one more low-level input tool to get input devices working better.

In the future, please feel free to discuss libratbag on this list or send
patches to this list. We'll continue to accept pull requests on github as
well, and for bugs we'll use github's issue tracker.

Any emails regarding libratbag should have libratbag in the subject line to
make it easier to mentally filter. Patches for libratbag MUST BE prefixed
with [PATCH libratbag], use this git command to set this up once in your
repo:
    git config --add format.subjectprefix "PATCH libratbag"
