[ANNOUNCE] ratbagd 0.0.1

I'm happy to announce the first tagged version of ratbagd, a dbus daemon
wrapping libratbag and providing access to libratbag for unprivileged
clients. ratbagd is available here:
https://github.com/libratbag/ratbagd

ratbagd was started by David Herrmann last year and now exposes most
features over dbus that libratbag exposes. A small utility called ratbagctl
can talk to the daemon, otherwise use d-feet to get an idea of what is
exposed.

Heads-up: you'll need systemd >= 227 to build it.

Note that fitting the 0.0.1 version number ratbagd is still a bit rough and
the dbus API is nowhere near final and subject to change. For this reason
too I'm not releasing a tarball, grab the tag from github.
