[ANNOUNCE] ratbagd 0.0.2

ratbagd 0.0.2 is now available.

Two features that are important:
- the new SvgPath property exports the full path for the svg file to the
  mouse. This means clients talking to ratbagd aren't dependent on
  libratbag-devel anymore to get access to the datadir
- python bindings! these will (eventually) likely move into a separate
  repository but for now they stick close to ratbagd which defines the
  interface.

I've rewritten ratbagctl in python and it shows how simple it is to talk
to ratbagd. Have a look at the ratbagctl sources to get more detail.

Note that the Python API is subject to change as we settle for a ratbagd
API. Consider it a moving target for now.
