[ANNOUNCE] ratbagd 0.1

ratbag 0.1 is out, the main changes are fixes to the cleanup code so we
don't crash on device removal anymore and the required bits to use ratbagd
as dbus-activated service. That's our default now and the required files
will be installed into the given prefix as needed.
