[ANNOUNCE] libratbag 0.9.0

libratbag v0.9 is out.

The list of interesting changes are:
- convert Logitech devices to the commit API (those compatible)
- fixes for ratbag-command regarding LEDs (still few caveats left)
- some coverity fixes
- a brand new lur-command man page
