X starts with NumLock LED on, turns it on every time X switched back to

        On this machine, but no previous machines, when X starts the
NumLock LED turns on but the NumLock state is off.  If I press the
NumLock key once, the state turns on; if I press it twice, the NumLock
LED goes off and the state goes off.  Every time I switch back to X
from non-X, the NumLock LED turns on while the NumLock state stays
off.  I would have hoped I could configure this in xorg.conf, but I
don't see that in the docs.
        This machine boots with the NumLock on (both LED and state).
I turn it off in every virtual terminal in rc.local with setleds -num
, but this doesn't affect X.  There's no setting in the BIOS to make
it boot with NumLock off.
        Is there a way to make X leave the NumLock LED off?
