[ANNOUNCE] libevdev 1.13.4

libevdev 1.13.4 is now available. Only one change since the last
release: a fix to handle ABS_MT_TOOL_TYPE changes while
libevdev wasn't looking (e.g. after a VT switch). Previously the
most recent tool type was kept, leading to some touches being
erroneously interpreted as palms instead of fingers or vice versa.
With this fix those are now correctly passed on.
