[Bug 91857] Mesa 10.6.3 linker is slow

Happened upon this bug while browsing, briefly looked into it. Running that
shader_test on my i7-4790:

nouveau/nvc0: 17840 instructions, 0.88 seconds
i965/hsw: 16567 instructions, 72 seconds

Arguably the i965 and nouveau backends are at comparable levels of optimization
sophistication, so it seems like i965 can benefit from some
improvement/heuristics perhaps.
