The 20s budget is hard coded in WebGL Conformance Test Suite, but I don't know
why it wouldn't always take effect. I can run the whole tests including this
case smoothly on local machine, so I don't think this is a blocker issue for
WebGL 2 release. Google Chrome bots may still fail as they have strict timeout
mechanism.
Anyway, I'm fine to close this bug now.
