There is debate if the copy_propagate_elements pass should be removed instead
of optimized. I tried removing it but it seems to cause functional regression,
with only 1 test though:
arb_gpu_shader5-interpolateAtSample-dynamically-nonuniform. CC Ken for possible
hints what is going wrong with this and how to proceed ...
