There have been several fixes in this area since this bug was filed (e.g. early
this year), both to reduce spilling, and the impact of spilling, so that
exponential spilling performance cost is an issue only for rare
spill-like-crazy shaders.

Fransisco has WIP patches that should fix most of the remaining issues.


But for now, you can just use Jordan's shader cache branch:

(Reason why it hasn't gone upstream in last half a year is that there's a bug
with one game that hasn't been found yet.)
