Up to ~20% perf drops in Sascha Willems' Vulkan Terrain / tessellation tests,
listed here:
https://share.lunarg.com/vulkan/report/2957#performance

In loop & replay variants (not loadtime) since Mesa 18.1.1, seem likely to be
caused by this too.
