I also noted that for the files that trigger the problem, vlc prints this at
the start:
libva info: VA-API version 1.0.0
libva info: va_getDriverName() returns 0
libva info: Trying to open /usr/lib/x86_64-linux-gnu/dri/i965_drv_video.so
libva info: Found init function __vaDriverInit_1_0
libva info: va_openDriver() returns 0

When I play the working files, these lines are not shown.

I'm guessing these version numbers are relevant:
 i965-va-driver version 2.0.0+dfsg1-1
 libva version 2.0.0.-2</pre>
