<pre>I'm beginning to think we need to just revert the offending patch on the 19.0
branch. There are solutions to the problem but they involve either reworking
NIR loops to have explicit continue blocks or very tricky optimizations.
Neither of those (especially not the former) is something that I'd be
super-excited to back-port.</pre>
