this issue can be reproduced again, 
Start X : 11.9 w
connect VGA: 13.3 w
xrandr --output VGA1 off: 12.5 w

disconnect VGA, the power usage falls down but never falls to the level of
boot.

Ouping, what kernel version/Mesa do I need?  I'm running:
