The issue here is that on normal systems we _need_ to disable the backlight
(since otherwise you'll see random garbage and burning through power with an
enabled backlight isn't great, either). Not disabling the backlight was the old
behaviour, but simply a bug.

But on these systems here the radeong gpu doesn't have it's own backlight, so
we need to somehow teach radeon/intel drivers that they need to use a different
backlight driver in this case.
