new approach for the edp bpp clamping mess

Please test, this hopefully fixes these regressions here without breaking other
stuff. For code correctness we _must_ clamp the bpp value before the dp
bandwidthc conputation code. This patch here hopefully results in a correct
config on a few more machines.
