They are attempting to use OpenGL, and the driver cries out in disgust because
the hardware cannot do what they ask for and so falls back to software, which
as you have discovered is over an order of magnitude slower.
The best workaround would be to disable "hardware acceleration" in
Chrome/PepperFlash.
