I have this issue too on my MacBook Air 6,1.

BUT, I have installed Manjarobox (Arch-based distro) on a USB drive and when
using it, I have no issues with the brightness after resume. I have looked and
compared every file on both systems (made a script, running diff on all files
with same name), but couldn't find anything related to the issue.
