Bug description:
Using Ubuntu 13.04 or upgrading 12.04 to x-swat PPA drivers locks up the
system. 


System environment:
-- chipset: Intel i5-2540M
-- system architecture: 64-bit
-- xf86-video-intel: 2.17.0-1ubuntu4
-- xserver:  1:7.6+12ubuntu1
-- mesa: 8.0.2-0ubuntu3
-- libdrm: 2.4.32-1ubuntu1
-- kernel: 3.2.0-37-generic
-- Linux distribution: Ubuntu 12.04
-- Machine or mobo model: HP EliteBook 2560p
-- Display connector: Internal display

Reproducing steps:
The following is observed on a HP EliteBook 2560p with Intel i5-2540M. When
booting from a Ubuntu 13.04 live CD or upgrading Ubuntu 12.04 to x-swat ppa (as
required by Steam/Valve), 

1) Grub shows up and Ubuntu is selected
2) The bootscreen with Plymouth Logo appears
3) The mouse cursor appears in the middle of the screen. 
4) Usually lightdm starts, but nothing happens. The mouse cursor stays there as
well as the plymouth logo.
At this point the system is completely locked up. Keyboard input does not work,
switching to a VT does not work, mouse does not work, ssh does not work.

On a Ubuntu 13.04 Live CD one can do the following to get a working system:
1) Insert CD and boot from it
2) Hit Escape to get the start menu, select "Try without installing"
3) The ubuntu logo appears, immediately hit escape. This needs to be done
BEFORE the locales are generated.
4) The system boots into a working system.

Both steps 2) and 3) need to be performed to get a working system. Otherwise
the same as with Ubuntu 12.04 and x-swat PPA happens. 

Additional info:
The versions above are for the clean Ubuntu 12.04 before upgrading to x-swat
PPA.

more info. Will this work from a Live CD after a complete reboot?
xorg.conf is unchanged from defaults.
dmesg and Xorg.log output is not available, as system does not react.
