It also happens on ILK,SNB,IVB. Run with clean boot.
output:
 ./module_reload
module successfully unloaded

Also I run it manually:
echo 0 > /sys/class/vtconsole/vtcon1/bind
modprobe -r i915
modprobe -r drm
modprobe i915
ERROR: could not insert 'i915': Operation not permitted
