The tricky part is that vgaswitcheroo lives kind of outside of both the intel
and radeon drivers so there's not really an easy way to tie it back the gpu
drivers.

That said, I'm not sure how to detect whether the intel driver controls the
backlight exclusively or not so we'd probably need quirks anyway.

Couldn't userspace just use the intel or acpi backlight device if the non-intel
GPU doesn't provide a backlight interface?  Or does the intel driver prevent
backlight control if the relevant encoder is disabled?
